I played around with this years ago. Microsoft Chat used to be known as Comic Chat. It was essentially an IRC client that used a cartoon interface to IRC, complete with expressions different characters and backgrounds. It was a project created by Microsoft Research, but it never really reached the mainstream.
The artwork was good, for the time, and still looks pretty decent today. I tested it with our own IRC server (irc.bigblueball.com) in the #bigblueball channel.
As you can see, it automatically assigns each user in the channel a unique character. The other IRC users can be using their own client (mIRC, our own web-based java client, Trillian or whatever) and their only clue of anything different is when I Microsoft Chat sends special codes to change my facial expression.
Microsoft no longer hosts the servers or the downloads, but fans have kept it going. You can get a list of Microsoft Comic Chat downloads for over twenty different languages here.
