Is there a way to deny a user access to the options menu?
Or hide any of the tabs inside the options menu?

The email contained the “msgslang.dll” file replacing the current one, in which its adjusted were the options did not appear under Tools menu.
what do you mean, are the resources of the menu replaced?

As far as I know, it’s not allowed to provide modified versions of MSN Messenger to the publics, no. However, providing ways to modify MSN Messenger isn’t against the license Microsoft has on it, is it?
