Yes, GHz is your processors speed, which will also affect your systems performance (its not really upgradeable though, unless you buy a new motherboard). A 1.8 GHz is a pretty good speed, especially compared to lazyturbos 650 MHz system. (1 GHz = 1000 MHz). Although I do have a 333MHz system that runs great when its stacked with over 512MB of memory. I run a 2.4 GHz system with 1GB of ram and its great. I believe the maximum you can get these days is about 3.2 GHz (spelled Gigahertz btw).

I’m running at 2.48GHz, 1.00GB DDR RAM <- High End.
I’ve seen 4GHz, but that was overclocked from The Intel 3.2Ghz.
Anything less than 1GHz is pretty low end for a desktop…
pffft… I ran on a shared 256DDR and Visual Styles ran just fine. The only thing that bogs down your ram is styled icons. I haven’t tried them after upgrading to 768mb ddr (shared <_<), but I'm sure they'll run a bit smoother.
You could run Windows XP if you had minimum of 128mb RAM and about 1GHz system, I tried it on my old computer, it works fine. 🙂

128MB for Windows XP Professional
64MB for Windows XP Home Edition
Both can run on a Minimum of somewhere around 166MHz.
