ParticipantA contact being added to your list, and being moved from the blocked to allow list is not the typical kind of “spam” that happens.
I would first suggest you do a full anti-virus scan with up to date definitions, as well as a quick scan with Malwarebytes. After you have ensured you don’t have any worms or trojans on your machine, change the password on your account.
After you have done these things, you can again try to block and delete the contact.
Also, in the few cases I was able to track down with this ID the user had been added more than once and was appearing in both the allow and block list. Double check to ensure any and all cases of this ID are on the block list.

i have done all of this several time and i even went one step more i change my windows user account and then after that i went as far as i did a full system recover back to the last time i did a full formate on my pc back in 2008 and still this id just keeps doing its thing of adding it self to the allow list even tho it is in the block list and this id is on the account and i know this because i have it on the account on my home pc and it shows on my work pc and it also shows up on 2 friends pc

ParticipantSpim is just spam delivered through the instant messaging.
Your contact list is stored on the WLM servers. The only reason I even suggested scans on your system were to ensure you didn’t have any backdoor trojans/keyloggers tracking your keystrokes.
Your Windows user account has nothing to do with this. It is the password on your Live ID that needs to be changed prior to trying to block the ID again. If you have done that, I’m sorry for any confusion, but your response seemed to indicate you have focused most of your efforts on your computer and not your Live ID account.
This type of thing can happen when you either click a fraudulent link, or when your auto accept all friend invitations. You might also want to check your security settings. If you use any third party programs like Plus! you should ensure they are set to never auto accept any requests either.
Are you aware of anything other than the id showing on your contact list? Aside from being annoying to you is it doing anything destructive that you are aware of?

sorry to put it this way but no im not that brain dead as to fall for that now years ago i was and did do that and lost 3 pc over that crap so nope on that one
or when your auto accept all friend invitations.
in my book that should be removed for the program all that is for is the lazy ppl that dont want to be bather with that stuff so they turn that crap on and then cry about pop up of spim bot

sorry no one has come up with a add-in program that does a hill of beans for the user and the user privicy so them is useless in my book

ParticipantAfraid I don’t have any good solutions for you. If you did a clean reformat where the MBR was completely overwritten (not just a repair of the OS) no malware should have been able to survive.
I’d hope that you have also fully scanned any external drives, flash drives and USB devices (phones, iPods, etc) to ensure they are not infected. It is quite possible to have a clean machine but to experience malware sypmtoms from an external device.
If you changed the passwords from a known clean computer, no one should be getting into your account and doing anyting. Unless of course, you have a nasty rootkit or keylogger that is eluding detection – and that is certainly very possible with the way malware is being developed today. Either of these would allow someone to steal your newly changed passwords and continue to compromise your account. Both of these generally require specific malware tools to detect reliably.
Microsoft is actively fighting to remove the spam from Windows Live Messenger and Hotmail, but there is no way to know when real headway will be made. Spam and malware occurs faster than it can be stopped. I know you have notified MS of the problem so that is a definite first step.
There are only a few suggestions I could give you based on what you say you have already done. You could start a new account and a fresh contact list. You could also set up so your regular contacts are in a specific group or listed as favorites and then only expand that group. (Realistically this does not fix the problem in any way – but may be a way to more easily ignore it.)
I wish you the best of luck and if I can think of any other solutions I’ll be happy to let you know. Perhaps someone else will have an idea.
