Audio messaging…am I missing something?

tried to fix friends problem..has new HP, winXP,new mic. Previously this set up worked on audio i.m. . with icq. he purchased a new Envision flat panel lcd monitor and installed it. Now his buds can’t hear him on audio chat. Mic seems to work , can hear in speakers and will record sound on his computer. tried audio video tuning wizard, says ok, but when try to connect…. gives him a “peer to peer needs configuring” error. where to you configure this? i have nevered used icq, so any help would be great…..thanx in advance.
