Has anyone developed a similar feature that is in Y! Messenger for MSN Messenger where you can broadcast your webcam and viewers may view it without authorization?

Not that I’m aware of. It is a security risk, and the way Microsoft gets hammered by the media whenever there is a security hole in their software, I would expect them to stick to the more conservative approach (webcam viewing with explicit permission only).
