Sometimes Yahoo’s error messages are clear. At times their servers go down or for some other reason you cannot access a feature. When that happens all you can do is wait it out if you are using messenger. (Chat client users can sometimes get around those problems by changing servers or using a different protocol, but those options are not available to messenger users.)
As a rule of thumb, if nothing has been changed, ie no software updates, no installs or uninstalls, and if the feature did work earlier, I always suggest that chatters wait a day or two (longer if it occured late in the week, or on the weekend) and let Yahoo have time to sort out the issues.
