I installed it for many times, but could not use the smiles 🙁

Do you mean that the emoticons list in your messenger is empty? Or that they dont appear in the chat window whenever you enter one?
It could also help us answer your question if you provided us with a few more details such as what is your operating system? Have the smileys ever worked for you before in MSN 7.0? And also, what msn build do you have? (To find that out, click on Help>About Messenger)
