As far as I know, it’s open to the general public, subject to an application/selection process obviously as per most public video game betas.
I’ve been investing my efforts elsewhere, trying to get into the Warhammer Online beta for a couple months now. 🙂
I believe it is a public beta but the only way for you to get in is to buy the game, Crackdown, which includes a beta invite. Previously, you could get into the beta test by playing at least 3 hours of Halo 2 multiplayer online via Xbox Live a.k.a. the “Rule of Three” promotion. But the promotion ended on February 3rd.

When I get it, I’ll be sure to get updates for you all!
It looks good from the videos I have seen, but the real bummer, I heard the Beta is only playable for 3 weeks before it deactivates… =(.
