I’m sure they are.
Electricity will (for all intensive purposes) take the path of least resistance. The power strip and extension cord in this case appear to be grounded, and since this is an outdoor inflatable pool, there is no drain, and no other route to ground. If the conductive wires actually touched the water, the electricity would go to the ground on the same cord before it would go out into the water. Unless someone was touching the wire and pushed it into the water, the chances of even getting shocked are slim, and the breaker would trip shortly thereafter. You’d be hard-pressed to get the 100-300mA across the heart to kill you in this situation.
But I’m sure they do other stupid stuff that’ll get them killed. =P
