Apart from many other new and improved features, its developer, Patchou, has announced that 3.10 will include anonymous usage tracking to get an idea which features are hot or not in order to know where to concentrate his programming efforts in the future.
Once a week, when Messenger Plus! usually checks for updates, anonymous statistics will be sent in a simple http request of less than 1 Kb to the server, containing true/false information such as QuickText used: yes (1) or no (0). For those who hear the “spyware bell” ringing, note that personal information like chat logs will not be touched at all.
The logging feature will be on by default but is easy to deactivate permanently in the first window of the preferences panel (General OptionsLocal Settings) for those who don’t want to contribute in this particular way to the continued growth of the most popular MSN Messenger add-on ever.

Check one of the several threads in the MSN Messenger forum on information on how to correct that. As for when Plus 3.2 is being released… it will be sometime tonight. Keep your eyes open for it =) (http://www.msgplus.net)
