What exactly does this do? Who would use this? It seems like its designed for enterprise users, not the lowly consumer, right?

Can you clarify with a use case scenario?

My Nokia E71 running Symbian S60 already has SIP capabilities built in to the actual OS by default – it works perfectly.

You can try MO-Call app for Nokia E71 VoIP. You don’t need SIP settings for it, but if you want any other third party softphone they can provide you SIP.

The SIP VoIP Settings applications enable you to create VoIP settings on Symbian and S60 devices supporting Nokia S60 VoIP Release 2.2, 2.3, 3.0, or 3.1. Once you’ve created settings, you can export, transfer, and import them to other Symbian or S60 devices running a SIP VoIP Settings application.

A new version of the SIP VoIP Settings applications has been made available for Symbian^3 devices. This updated application enables users to configure VoIP settings on Symbian^3 devices supporting Nokia S60 VoIP Release 3.1.
