I have Windows XP Home Edition. I was running Spy-bot the other day. (I dont think this has anything to do with my problem) and It was finished scanning. (Spy-bot was still open though.) Just to see if any of those things it had removed were gone I clicked ctrl-alt-del. then it started to mess up. (i dont remember exactly what happened.) Now, when I click ctrl-alt-del, THIS comes up. The window has no tabs or anything, this is all that comes up. Has anyone ever heard of anything like this before?

Hehe, yes. It’s the compact version of task manager. Just double click on an empty space in the window to toggle normal/compact mode.
