YM9 won’t install

OK, so I’m trying to install Yahoo! Messenger 9, and it gets sooooo close to finishing (right now I’m stuck at 95% on “Downloading Yahoo! Toolbar”) and then I get this message:

The file C:Documents and SettingsHP_OwnerLocal SettingstempsSUiTELOG.TXT could not be opened. Access is denied.

Is this a file that I should have, but do not have for some reason? I’ve checked, and it’s definitely not where it says it ought to be.

Thanks. I tried that, and before anything I got a message saying Windows cannot find regsvr32.exe, and that’s the end of that. So it’s something goofy with my computer and not Yahoo, huh?
