MemberI hoped it wouldnt have to come to this but I would just get a new computer. Either microsoft has completly blocked your IP or you have a malicous code somewhere in your system.

That is bull****. Reinstalling your computer or obtaining a new one will not get you a different IP in any way. Also, if the old messenger clients work then he isn’t blocked from the network entirely, obviously.
Angel~Boi, because you are saying that this problem doesn’t occur with an earlier version of the messenger client, I assume there might be something incorrect in your passport account that the old messenger doesn’t care about, but maybe the new one does.
Either way, it will help a lot if you would provide us with some more information, such as:
– Can you log in with your passport on http://www.passport.net?
– Can you log in to MSN Messenger with your passport from another computer (and internet connection)?
– Can you log in from your own computer with another MSN passport? Also, install all the updates available for your OS from http://www.windowsupdate.com. This might as well fix your problem.
