The main difference is that MO-Call application has callback service, which means you can make calls without internet connection with sim card in it.
When you want to a make a call, pressing the green button ‘Call’, you can see two options: VoIP with any internet connection and Callback with the sim card in the iPhone.
You can try MO-Call app for Nokia E71 VoIP. You don’t need SIP settings for it, but if you want any other third party softphone they can provide you SIP.

I believe this isn’t possible no more. Why don’t you just block and delete the person?
