FINALLY!! I think I have finally figured out how to correct the problem… I had the EXACT same problem and to fix it, I went into settings… im/chat/mobile… then clicked on sounds under “im window” and then under “outgoin im sounds” UNCLICK IT… that is what fixed the retarded prob for me, lets hope it works for u.
