It is a shame. What would be interesting for everyone else to protect themselves is to try to understand how it was stolen. Did you use a weak password? Did you respond to an email asking for your password?
I assume they’re not being synchronized with the server list. The local list may only reflect the server list and users can only be added directly to the server.

http://www.icq.com/help/There’s no way to change this functionality. It’s pretty popular among instant messenger clients to do this. ICQ5 also does this, I just checked.
Try using different versions of ICQ to see if the user shows up there. ICQ Pro is somewhat outdated. Recommend switching to ICQ5. Or connect to ICQ’s web client at http://go.icq.com and seeing if the user is there. If not, add the user user there. This list may be more reliable than the one that appears in ICQ Pro.
